Free Bus Passes for Active Duty Military & DOD Civilians
The Department of Defense has implemented a Mass Transportation Benefit Program under Executive Order 13150 for its members. The purpose of this program is to offset commuting costs to active duty military members and DOD civilian employees, including non-appropriated fund (NAF) employees, to reduce pollution and traffic congestion, preserve the environment, and expand transportation alternatives.
Who Qualifies?
Active duty service members, DOD employees and NAF employees who commute to work from outside of area military facilities.
Who Does Not Qualify?
Dependents, contractors, retirees, reserve component service members not on active duty and service members who live on military installations.
Program Benefits
After applications have been processed, participants will receive a Department of Transportation debit card with the monthly federal transit benefit pre-loaded. Funds on the debit card allow the purchase of a Military GoPass valid for unlimited use on all MST bus routes for 31 consecutive days upon first use. Funds on the debit card are replenished on the tenth of each month. Don’t forget to purchase your pass each month for continued travel on MST buses.

Military Routes
MST has partnered with Fort Hunter Liggett, the Naval Postgraduate School, and the Presidio of Monterey to develop military bus routes and schedules. These routes serve individuals who commute to and from work or school, while also providing access to shopping and leisure activities off the installations. They expand commuting alternatives and reduce traffic congestion and air pollution. For a listing of bus routes serving military installations and housing areas, refer to the MST route list on the cover. A system map illustrating military routes is located on the inside back cover of this guide.
Presidio Shuttle
MST will operate Presidio shuttle trips (Line 76) between Soldier Field and Price Fitness Center all day long. During peak travel times, Presidio shuttle service will be frequent. The 76 Presidio shuttle operates on weekdays and is free to everyone who boards within the base.
Active Duty Military Qualify for Discount Fares
Active duty military are eligible for the discount rate for cash fares and day passes. The discount does not apply to the purchase of discount GoPasses and is not extended to dependents of active duty military. This discount was created to benefit active-duty military personnel who do not qualify for the federal commute transit benefit program, including those who live on military installations. Passengers boarding within the Presidio of Monterey installation ride free.
